Z Modular, a division of Zekelman Industries, is seeking an Entitlements Manager for our office located in Austin, TX or surrounding areas. Entitlements Manager is responsible for identifying, structuring, negotiating and executing real estate transactions with a wide range of property owners and third parties for the development of high density/mixed use projects throughout the United States. The role requires development, permitting and construction experience with a focus on local entitlement process. This position requires up to 30% travel.

Responsibilities:

 

  • Manages project approvals for planning and zoning petitions, research municipal codes for preparation of PUD and or zoning documents, conducts presentations and hearing appearances and public notices as needed.
  • Assists Acquisitions Manager in selection of sites and potential parcels.
  • Creates and manages project schedules in collaboration with the entire project team. Responsible for the Entitlements and Permitting portion of the schedules.
  • Direct and manage 3rd party consultants through the entire Entitlement process, confirming milestones are being maintained.
  • Marshall Preliminary and Final Platting as needed through 3rd party consultants.
  • Perform high level analysis and review of title, zoning, floodplain, easements, permitting fees, entitlement process and other site-specific considerations. Advise the Real Estate and Development teams on any fatal flaws or issues that may prohibit acquisition or development.
  • Hold and attend weekly OAC meeting to include the entire consultant team, along with the project specific manager.
  • Present site plans and project status as needed to team
  • Coordinate with internal departments with regular communication, status updates, tracker setup and maintenance, participation in team and project meetings

Reporting Relationships & Interactions

      • Manages internal deadlines and negotiations with outside consultants
      • Understands land valuation principles, negotiation tactics and has strong strategic negotiation style
      • Understands and has direct experience in real estate entitlement and development fundamentals
      • Reports to VP, Field Services
      • Assists the Real Estate and Development Teams with respect to securing additional potential project sites and negotiating other land agreement

  • Excellent verbal and written communication skills

  • Strong interpersonal and diplomatic skills relating to significant contact, communication, and interdependency with other employees – legal counsel, counterparties, municipalities and business associates

  • Ability to successfully prioritize and juggle competing deadlines
  • Entrepreneurial work ethic
  • Ability to uphold standards of complete discretion and confidentiality and exercise good judgment on day-to-day decisions
  • Knowledge and experience with Microsoft Word, MS Projects, PowerPoint, Excel, Outlook, and Adobe Acrobat

Qualifications:

  • Bachelor’s Degree, or equivalent work experience.
  • 5+ years of construction, permitting and development experience.
  • Land-work in both urban and rural environments.
  • Experience reviewing, interpreting and resolving title and vesting issues
  • Experience in underwriting/financial analysis of the project.
  • Regular, full-time, predictable onsite attendance per the posted schedule is an essential function of this role
  • Up to 30% Travel, attendance to evening meetings and punctuality.
  • Lead and promote health and safety work practices as required by regulatory agencies and company policy
